Jay White probably is the most complete wrestler out of any of the leaders they've had. The biggest thing that separates him from others is how good he is as a character and his ability to talk.
That said, I always be partial for Kenny's 2016-2017 because he had an outstanding run of matches that turned the wrestling world's attention to New Japan. It also helped that his look was cool and he wasn't exposing himself with cringe shit like he did in the past and would again in the future.
