The guys who book Noah were never "the guy," they were the guys that carried the bags for "the guys." Since they were involved in the most celebrated promotions during wrestling's absolute peak they think that part of that was because of them, and the only reason they weren't "the guy" was because they weren't booked to be "the guy." Not that they weren't booked like "the guy" because they couldn't live up to that standard, but simply because they weren't allowed to go over the guys who had the talent and athleticism to be "the guys."
Once you really understand what that mean when that is who has had the books pretty much since Misawa's death everything a starts to make a whole lot of sense. The exception being when an actual "the guy" in Muta came in and CyberFight pretty much gave him cart blanche to over ride the booking committee on a whim.
