I kinda expected everyone's scales to change. 4 use to mean go out of your way to watch, but now with youtube and high speed internet going out of your way to watch something is way less effort than tracking down a VHS tape.
But Dave has only further complicated it with going over 5 stars. And his comments about how wrestlers, who are more spot focusessed and have less experience than any older generation are somehow better, just makes me think he has bad taste. Maybe he always had bad taste and only liked All Japan back in the day cause their moves were cooler.

They still had Kawada who was a top guy, Fuchi who was a veteran and all the gaijin regulars didn't jump cause one of the goals of NOAH was to focus more on the Japanese talent.
Tenryu came back who was a top guy in the late 80s and remained a as relevant as a non New/All Japan guy could be in the 90s. Co-promoted with New Japan, and then by 2002 Muta had jumped over to All Japan who was arguably the biggest star of the 90s.
