Punk was white hot but he was buried by Triple H and never recovered. He also walked out when he didn't get his way and we all saw what happened at AEW. Not only that he had a fucking massive title run and still was the jannetty to Cena. Punk was fantastic but clearly he wasn't professional enough and wanted to do what he believed was right rather than be a loyal company guy Vince could rely on.
Bryan straight up was ratings killer, end of story. He was very popular and well-liked by everyone, but he wasn't a draw.
Cena was the lesser evil if you will. If it wasn't him carrying WWE it would be in a worse state. Just look how when he does return nowadays ratings go up.
