The Axxess superstore is a seasonal thing that lasts the mania week as shown and considering they don't run stores that big any other time of the week they don't have enough on-duty people to help run it and mania at the same time. So they outsource, however, you can't officially employ someone for a week without having a contract or employment statement which is needless paperwork for a week thing that requires no skill. So either they get contractors, which, I don't think that exists for wagie retail workers for they ask for volunteers which require no paperwork or benefits or anything and because of that you are not responsible for them either and their is no liabilities
