Note: it has to be someone who was the greatest AS Intercontinental Champion and had the best run(s) with the belt, not simply the greatest wrestler who at some point held the IC belt. So for example that eliminates Stone Cold from the equation. Also eliminates Bret Hart, whose 2 reigns were nothing really to write home about, they were ultimately quite forgettable apart from the way he won the first and lost the second.
Off the top of my head I'd say Shawn Michaels stands out for having exciting reigns and drama with it, 1993-1995.
A different pick would be Chris Benoit for really elevating it and making it a serious prize again over the course of 2000.
Love Savage and from the small bits I've seen (key matches and lots of random promos) it seems like he'd also be a contender...but I can't pretend I saw his reign week in and week out so it's hard for me to judge. Seeing only the highlights can distort the truth.
