Then he ends up in AEW where you'd think he'd have the freedom to do whatever he wanted, but as was said before he's surrounded by children (including TK) and cliques that cultivated an environment and fan base that once again makes it almost impossible for him to be a top guy. And just like D Bry, he's a nice guy IRL and isn't willing to fight with these morons to get whats best for himself. And that part you can blame 100% on him, but thats it.
Proof Claudio has the quick wit needed for decent promos if he ever got the support from the company he worked for.
