I think you're drastically overrating the appeal of Stardom and underrating Impact in this scenario. She's not a fucking weeb mark like Sasha and wouldn't have been able to handle the jump.
She took Impact because the schedule is a joke and they've always babied disgruntled ex-WWE talent. Tape for two days, fuck off for two weeks, occasionally work a PPV and repeat. She might be getting paid peanuts but she's got someone else bringing home the bacon.
