There are two types of wrestling in America and that have drawn in the past and have no representation in the current landscape.
Southern rassling. The main "storyline" is people wanted to win their matches and the clash of personalities and philosophies of the competitors trying to do so. This hinges on the talent being able to connect with the audience, they have to really want to see X beat Y or it just doesn't work. Unfortunately I don't think there are enough wrestlers in the world capable of really connecting to the audience the way even lower card guys like Norvell Austin or Johnny Mantell could.
The other is Crash TV. I think the fear of getting canceled is much bigger than it should be. They would have to worry more about what the network is OK with it. Women should only be 10s, completely objectified and if they have to wrestle it's gonna be some fetish shit. All the guys are mean and racist towards each other. Matches are short, no more visibly helping your opponent balance so you can do a cool move. You got three minutes to throw some punches, have 5 run ins and a chair shot to the head for the finish.

The only time WCW was actually great top to bottom was like an 8 month period between Flair coming back and them signing Hogan.
So you have to either dump or never hire all the WWE guys.
But ultimately Time Warner wanted nothing to do with wrestling so you'd eventually have to find a buyer who can provide TV, or it's going to be sold to Vince even if WCW are winning.

Hobbs could have been a babyface, but they've fucked that up. Really there's no one on their they haven't already made look bad.
And the indies are shit, so no use in getting talent there.
