Monster heels should obviously win clean frequently. Middle of the road/average heels should cheat to beat guys on their level to protect babyfaces, but can still definitely win matches without outright cheating, but they should still try to cut corners in the match whenever the ref isn't looking/take as long as possible on counts and breaking holds, etc.
