The hope is that Rock will return and win the Royal Rumble to a huge ovation, going into a mega money match against Reigns. There are even discussions of Rock potentially winning the title leading up to a rematch with Reigns along the line.

>The worry with Zayn for WWE is they have no intention of ever making him champion and the "face of WWE" and there are concerns that leaning into his popularity too much risks a second "Daniel Bryan situation" where the fans and WWE are at odds over how to move forward in storyline. WWE does not want fans hijacking shows and damaging pushes for other wrestlers, particularly Reigns, Bron Breakker and Omos.
