Tony isn't a leader/businessman. Tony has no long term vision for booking a wrestling show. Post CM Phil becoming champion, nothing has felt super logical, and it also seemed like he didn't know how to pivot when things weren't working/something unforeseen happened. Brawl Out and Brall In London only exacerbated this issue, because it was clear that he wasn't willing to do what's best for business and he only cared about catering to smarks. He's a geek who wants to be friends with everyone and make things to stroke his own fantasy boner. He doesn't want to build new stars and generate interest in his product. Like Phil said, it isn't a business predicated on drawing money.
