So I installed several languages on my tablet and the only keyboard that has ’ by default is Chinese. Japanese doesn't have any apostrophe, and Korean only has the fully upright '. However, that's for an all-Chinese configuration, not one that could switch back and forth between Chinese and English. It wouldn't make sense to switch to a Chinese keyboard ONLY to type a ’ mark. So we can likely rule out Phones and Tablets.
My final guess, OP is Chinese using a Desktop/Laptop. Really really high level English, so props for that. But that keyboard configuration.....we gotta change that if we're, or should I say we’re going to troll Americans/Brits and ’ave a giggle
