He's a 'draw' in that viewership/attendance is up when he's there, but he's an antidraw in terms of long term viewership.
IIRC the only times WWE was drawing consistently after Rock and Steve Austin quit was Cena in 05/06 early stage of his run, The Rock's return and 2016 Smackdown. WWE's revenue is so good because of killer deals TV rights deals and Saudi. FOX is very disappointed with Smackdown falling short of expectations, the show Roman Reigns has been top guy in for better part of 3 years
