I'm glad Storm is developing the character, but this phase of it feels like it should come later. Let her have her gimmicks/moves (butt smash and all) and add new ones like "Time for a Titty Slap!" Let her go on a winning streak, but have her lose the big matches - maybe three times. With each loss, she begins to display more of this unhinged demeanor. Disheartened, she starts playing the "hits", going through matches on a sort of autopilot mode. If the audience boos her, play into it, let her look at them with a "what, you used to love this" sort of expression. Then you have her rock bottom, have vignettes of her remembering her glory days, a really depressing sort of feel to them.
Then you have the big match, All Out or something, and Storm gets in. She becomes the challenger, but she is down-heartened believing she is truly past her time. Nevertheless, she promises she'll the performance of her illustrious career! The match goes on, and many nearfalls are had but every time Toni just manages to kick out. She is able to hit the Stormzero and pulls out the victory, winning the championship. She then goes on a lengthy title run, coming out in a limo, a red carpet unfurled, coming out in a glittery cocktail dress (which she strips off to reveal her wrestling gear). Give her big band entrance music, each big match has an old-timey trailer with a cheesy voiceover. It's all there, it just requires TK not to fuck it up...
