South Africa had a somewhat professional promotion that was run by Justin Gabriel's dad and they definitely had a circuit during the territory era.
There's a lot of problems with running there as people are poor, it's dangerous, corrupt and it isn't as popular of a sport as other sports. There's also not a good infrastructure system as there's not a lot of great wrestlers from there, not a lot of great schools and less organized stuff so people can't get into it as easily.
There's also kind of a theory that for wrestling to be popular in various places, it kind of had to take off pre-cable TV and pre-internet.
