Ibushi always had the athleticism and the look and a lot of physical charisma but his retardation absolutely killed his promo ability and he was never particularly good at selling, or putting wrestling matches together.
All of his great matches are definitely piloted by the great opponent he is facing at the time.
He's just a guy who performs spots very well, or used to anyway, but he never had any psychology and would fall into the same routine at the end of every match without nuance (he'd get his leg worked an entire match and then just ignore it for 5 minutes straight at the end of the match).
Kenny's selling can be goofy at times, and he can act like a geek, but he has much better psychology, much better match layout/agenting, and a much better sense of what pro wrestling should be and should look like than Ibushi.
But if Ibushi's opponent knew what he was doing, he was capable of having good matches.
