Some of it is probably laziness (this is exactly the kind of thing that will be fluffed off with "we're Japanese, bad at English, can't be helped" so nobody has to do anything about it) but the thing is it really doesn't matter at all.
These shirts are for Japanese fans and Japanese people will neither notice nor care about an English error. Walk around Tokyo for a day and you'll see a hundred people with Engrish on their shirts.
