This is actually mostly true even if your conclusion isn't. His character was not planned til after the screwjob. He did however go down to Memphis and have some fun a couple years previous, and the Monday Night War had him acting much edgier than before. It's easy to think it was practice and he planned it all along, but his transformation was a result of the screwjob and WCW coming for his ass. Had he not fucked Bret, we probably wouldn't get to have seen him on TV like we did. His USWA heel work is really interesting, I suggest everyone get on Youtube and check it out. You can def see the Mr. McMahon character starting to take shape. Who knew it'd get to the point it did?
