The reason why attendance is sort of lackluster for AEW events (not PPVS) is because they don't really advertise that they're coming to that local town like WWE does. WWE does local media and pays for commercials to run on local television advertising weeks in advanced that they're coming to that place.
On the other hand, AEW just advertises that they're coming to a local town via online, mostly via Twitter. Most normie people don't have a Twitter so they'll never see it or know AEW is coming to their town.
Basically AEW lacks advertising when announcing it's coming to a town, unlike WWE which is a powerhouse and with a big war chest that it's able to use to spam local towns that they are coming.
