First category are basically older guys, or journeyman to help others in wwe. Moxley is a case of “I did what I wanted so I’ll just chill.”
Second category are guys who were in the company or don’t really need help with the main roster, maybe they have a gimmick, maybe people are very familiar with them or are good in the ring and don’t need nxt to help.
Third category is for touch ups. Introducing some new guys to the audience. Maybe some help with ring rust, maybe to help them talk or have a gimmick so they can get to the main roster easily or just have a bit more eyes on them.
