This show was in a secondary small building in the Osaka arena (which is why it says arena #2), it's basically a gymnasium/theater type venue. Also it wasn't even televised or recorded or broadcast on NJPW world.
It's literally a house show, in a venue smaller than Korakuen Hall. Also the last show before that (which OP cited) was actually in Korakuen Hall
