Roman himself couldn't overcome Brock, even when the time seemed right. It wasn't until Brock got way too old and Roman finally got over by officially going heel that Roman finally beat Brock. The fact that this was Cody's first attempt only made it less likely.
Roman is still the biggest draw. He's still young, handsome, and appeals to a bigger demographic than Cody.
Under different circumstances, such as Roman becoming a face, I could see the belt being bounced around for a bit. Like Cena, being a face, could lose the belt and then overcome the trauma of the loss to get his title back (like Rocky 3).
But Roman, being a dominant heel like Brock, simply can't lose and after awhile, shouldn't lose
That said, if Roman's cancer flares up again, I can see Cody getting the belt for a spell.
