I set up the blocks partly so that Yuya could have experience with different wrestling types (HENARE, Kidd, Ishii, EVIL, El-P) alongside guaranteed fighting spirit, while Block B is the veterans for Tsuji and Narita to face (and for thematic matches like ZSJ vs Cobb, ZSJ vs Taichi, Narita faces Finlay, Tsuji faces Shingo, etc)
Once the round robin ends, A1 is Shota, A2 is EVIL, and A3 is Naito, while B1 is SANADA, B2 is David Finlay, and B3 is Zack Sabre Jr. EVIL beats Naito, ZSJ beats Finlay, and then we have Shota beating EVIL while ZSJ beats SANADA. The finals are Shota vs ZSJ, in which I'd personally prefer for Shota to win, but both decisions would be perfect against Naito for Wrestle Kingdom.
