Rey is basically the one guy you never turn heel, he's got years of home-town support (Smackdown was at once the most watched Spanish-language broadcast in the US, its why Rey's only been on Rey twice and why he's a Smackdown guy), he's a natural underdog due to his size and his signature mask, his attire allows him to have a ton of merchandise and express himself better. He has a flashy finisher move which kids love, etc.
In a way, kids love flippy shit, but flippy shit doesn't mean that kids will remember you or like you or feverishly support you, you need much more to yourself. You need a look, you need to act, you need to give off everything about your character in 2-3 minutes or kids won't give a fuck. Rey's got that perfected.
