He is a really, really good wrestler, but he is not a good technician, or even a good flipper, he has almost unmatched execution of his moves, but he is also infamous for not selling, and he isn't particularly good on the mic, above average at best.
So in my opinion he does deserve to be talked about as a great wrestler, by far the greatest of anyone close to his age, but he is nowhere near actual great wrestlers, be it technical wrestlers like Kurt Angle or Bryan Danielson, or great high flyers like (and I can't believe I'm saying this) Ricochet or something in between like AJ Styles. Overall his stuff just works, even if I really dislike the modern trends of doing choreographed sequences and never selling anything. He is athletic enough to make everything he does look good and impactful.
TL;DR: He is good, just not as good as actual good wrestlers.
