Some say Scott Steiner could've been a main event singles star much earlier than long before 2000 when he was still a generic regular Amateur Wrestler guy with Rick as the personality of the two if not for injuries and Scott's personality conflicts with Bill Watts that led to Rick and Scott leaving WCW at the end of 1992 just when Scott was originally intended to get a significant singles push as a singles heel. Unlike Herd who envisioned Scott to be top babyface, Watts wanted Scott to be a singles heel because Watts hated Scott so much.
Others say Jim Herd wanted Scott Steiner as his top babyface because Herd despised Flair for being too old and can't draw, and wanted to shove Flair down the midcard to book Lex Luger as a top heel, even though Flair botched Steiner's singles one-on-one match at the January 1991 edition of Clash Of The Champions.
Some say Scott Steiner's singles push was delayed because of him leaving for the WWF and then ECW and New Japan before coming back to WCW in 1996. Scott just couldn't fit with the WWF since he and Rick got there when WWF were coming up on the Steroid Scandal. Vince suspended Scott because of personality conflicts with Jacques Rougeau aka The Mountie. It was in ECW where after Scott got to freely showcase his rage-laced shoot promos since his Amateur Wrestling character wasn't that believable to begin with, due to injuries and smarks (from back in the mid-to-late 1990s) beginning to despise technical wrestling at the time. Then Eric Bischoff wanted The Steiners back in WCW around 1996 since you have to remember Flair lost all his creative booking input after Hulk Hogan and Randy Savage came in around '94 while Lex Luger came back around 1995, and Scott Hall and Kevin Nash came around 1996, so Flair couldn't find any flimsy two-faced ways to screw The Steiners (especially Scott) over anymore.
