Pre-Michaels was the peak wrestler of all time next to Flair, imo. He had everything - insane charisma, looks, promo, wrestling ability. Post-return he was still a great wrestler, but his athleticism was seriously diminished, his looks were completely gone, charisma was meh and he barely cut any promos. He did have that memorable Montreal and Hogan ones, but that's about it. And he was completely tame and lame PG for the entirety of his run. There's no contest
