Israel created Hamas because back in the 1990s the PLO was finally ready to sign a peace deal for a 2 State Solution, but Israel never wanted that. So they bank rolled and organized the formation of Hamas, just like they did with ISIS, and set them lose on the PLO and Israel's Jewish population, to make sure a Peace Agreement would never again be talked about.
