Simply put, I think he has a borderline schizoid personality leftoid with sociopath tendencies evident on how he treats people who he thinks have crossed him ( Hornswoggle, Page and Bucks etc.) and at the same time while he clearly is money and business minded, it's not like he's a 24/7 asshole actively trying to politic everyone either, but just over-invested looking out for no. 1, which if obstructed turns to him being crossed in his eyes.
So it's like he can be the best dude, the best old vet in the locker room, giving those advices to young people, be all high and mighty and honest reliable Phil, be polite and supportive to select group of people, especially those who are under him - those who earn less, have less pull and agree to his old as becoming a champ in record time bullshit for example...
but if you slight him, talk back, put him in a unfavorable position where his weaknesses or unworthiness maybe exposed or even just questioned he becomes a swollen eyed rage monster who will use every cheap shot and underhanded tactic possible, like calling Page out in a promo while the guys still taking a shit or something to go after you...
