So I rewatched the spot.
1) When Saya is on the turnbuckle, the angle is good. The problem is that Mina is completely out of position, her body should've been more perpendicular to the turnbuckle.
2) Saya botches the rotation. It's way too slow and she's about to land on her feet. If Mina's head was a few inches on the left (so even more out of position ironically), she would've been fine.
3) Second attempt. This time, Mina's body is perpendicular to the turnbuckle so Saya has no excuse.
4) Once again, the rotation is too slow and Saya lands on her feet (or rather on Mina's face). There's nothing Mina could've done better.
Saya is 100% at fault both times. She clearly wasn't in good condition to hit the move. She should've made the cover after the first botch. In kayfabe, a kick to the face hurts so it's still good enough to end a match.
