In all his 3 forms, he's really smart, determined, and evil he is but at the same time, he's very polite and well spoken. If Cell was a good guy, he would pretty much be almost invincible.
He's pretty much like a Freezer on steroids, but better in all aspects. Maybe because he's pretty much all the strongest fighters combined into one but with his own personality. Kinda hard to describe, but to me he has always been the best Villain in all the Dragon Ball series.
