What if WWE recreates the territories system as a way to recruit new talent?

WWF became successful in the 80s by plucking some of the best talent from the territories. You had places like WCCW in which they took Kerry Von Erich, Stampede where they took Bret Hart, Junkyard Dog from Mid-South etc.
Since the death of the territories, it became more difficult to find talent, so they had to either convince athletes from other sports or hope someone from WCW/ECW would jump ship. After WWE became the undisputed top promotion, they had the indies to recreate this plucking of talent, but it's not the same.
I know Triple H has plans to make NXT Europe and India and whatever, but why not do it on a smaller scale too. Run small promotions in the old territory offices as a means to find and train local talent and have the stand-outs come to NXT?
