If you took him exactly as was and put him out there today he'd dwarf all the guys by so much any power move he wanted would look like it killed somebody. The one thing I realized is in the modern day he'd lose the ability to politic nearly as much because it just doesn't really work like that anymore. I wonder what Hogan backstage looks like if he isn't constantly paranoid about his spot. On the one hand he'd put guys over, on the other he might never hit the superhero aura he got by saying "ok brother I'll kick out of your finisher then you go down for the leg, dude" to every heel for a decade in WWF.

IIRC from reading Nitro a while ago he was the one who came up with stuff like Austin being on the same show 8 times and there being a coherent story that went through the episode recurring throughout the night where the big stars would be all over your TV. He also wanted every match to have some kind of heat/story even if it was juvenile shit like ass-kissing or crossdressing.
So obviously not a super genius who saved wrestling, but some of the most famous RAWs are the ones where it's vince and austin in skits/backstage segments all night or rock and HHH going at it in promos all night and Russo was the one who came up with that episode structure
