Cody Rhodes has always had the makings to be a top player, but was always held back by WWE due to a lack of confidence in him on their behalf. Regardless, he had always manage to win fans over with the gimmicks he was given, whether it be "Dashing" Cody Rhodes, "Grotesque" Cody Rhodes, his Rhodes Scholars tag team with Sandow, Stardust, hell, I'd say that "Rhodes Enterprises" gimmick he and Brandi pitched to them that fell through could've gotten over.
However once he left the WWE to go do his own thing in NJPW, ROH, IMPACT, etc. and got close with The Elite and helped create AEW, he started drawing ire from the same fans he had won over before, now that he and his wife are booking their own characters, rivalries and storylines with more or less a lack of foresight or self-awareness.
But now that he's returned to WWE, and there's alleged stories that Creative and upper management understand how big of a get he is and how important he is to the current landscape of American professional wrestling, they can give him the ball to get rolling into being a main eventer, but hold him back slightly as to not go full-on megalomaniac like in AEW.
