As far as I know, Dom and Rhea never kissed (on screen at least) but she HAS licked Dom. I think more than once too. If you ask me, I think Rhea would've been all for smooching all over him, but Dom didn't either out of faithfulness to his wife or just being uncomfortable with it, for his relationship.
But then you ask, what about Liv? Consider that their kiss was at Summerslam, a major event. If it's a one and done to sell the shock factor and betrayal, it seems worth it just to increase engagement. Also note that they became increasingly less affectionate on screen, most likely spurred by Dom. Liv was all too eager to play up the slutty heel. I still remember cringing when she first said "daddy dom" in a promo...
The other half of this answer is that even IF Dom played into it, his wife was so perfectly secure and trusting of her husband, he'd still be shamed and ridiculed by other men and vengeful women who think he'd be "totally into it behind the scenes" and cheating rumors and whatnot. This is how it is for men.
