Chad was basically told when he was doing contract negotiations that he wouldn't get a pity Raw championship title reign or even a secondary title reign if he stayed.
So why did he stay in the WWE rather than take his chances with the lollipop guild that is AEW??
Hunter gave him a shit ton of money (enough that Chad's now set for life) and a limited creative control clause in his contract.
Basically, Chad now controls how he is presented in all future angles and storylines and limited control over how his matches go, which is why he's now a serious heel with serious henchmen instead of comedy henchmen like Otis. It's a similar deal Walter/Gunther has going on.
It's also got him very very unpopular with the boys in the back. People were upset prior that Gunther and Bo/Wyatt Sick had creative control but Chad getting it was seen as an insult given that Chad's a low level job guy. I know Sami is quite livid about this. Especially since he is still eternally butthurt that he was forced out of Bloodline against his will to do a token fight against Roman and regress back to teaming with Kevin Owens.
