It wasn't so much that the length of Goto's reign was cut short in time but that the reign was ended without accomplishing anything. Nothing was gained. No booking was furthered, no talent elevated, no storylines developed.
Goto beat ZSJ, capturing the hearts and attention of the fans... then he had a few pointless matches before dropping it back to ZSJ. Status quo achieved, kicked the can down the road and really didn't make anyone look good. I'd say the reign was cut short of achieving anything lasting for the company.
