Goldberg was a jacked meathead they could book to look like a threat against guys like Kevin Nash and Paul Wight.
It wasn't like Jade Cargill who could obviously play the Goldberg role in any women's division, or Wardlow after the face turn. There was always going to be an asterisk with Hook when they eventually put him in the mix with the regular roster. They fucked up with Hook, but it's understandable how that happened. I don't think WWE could have successfully ran with him either even if he could get better training there.
