The steroid scandal in the early 90s and the allegations of steroid usage during the Benoit fiasco killed it. If you look at the 2007-2009 you'll see when they start pushing small guys like Jeff Hardy, CM Punk, etc.

I don't think there's anything wrong with smaller guys wresting, but it gets to points like this where these guys look like randoms they pick up off the street and told them to wrestle. At least Bret and Shawn tried to build their physiques and were in pretty incredible shape.

Both Bret and Shawn were mid. They were only small at a time and in an environment that had been dominated by giants for numerous amount of years... but when you compare Bret and Shawn to someone like Adam Cole they are big.
