I would argue that when TNA signed guys like Kurt Angle, Jeff Hardy, and Mick Foley, they actually used them better. AEW signs guys then basically do jack shit with them. Bryan Danielson is a 2x wrestlemania maineventer and he's done nothing at all in the company since arriving, he's a complete afterthought.

I'm of the opinion that Tony did start AEW as a viable opponent to WWE, but rather as a means of getting and watching as many big WWE stars a possible without having to deal with Vince's booking. He's literally just playing out his own fantasy fed right now, and everyone eats it up because it's the only thing that can feasibly outdraw WWE in the baren wasteland knowing as mainstream American wrestling.

I think optics wise he's at least a little more shrewd when it comes to putting belts on Ex Fed guys who were just fired from the Fed. The most egregious thing he did was put the main strap on CM Phil which was fucking stupid. If AEW were run like TNA honestly guys like Miro, Adam Cole, Matt and Jeff Hardy, Keithly, etc, would all be strapped up with world title runs the PPV after they walked through the door

The only thing of note that Danielson has done in AEW is challenge for the title and lose. He became totally irrelevant after that. He's been cutting some good promos lately and feuding with The Elite but nobody really cares because The Elite fucking suck and it's a feud nobody's invested in.
