The final two episodes of dynamite before All Out both scored a million. The first was the supposed "biggest match" which wasn't in the main event and lasted for a few seconds. As for the following show, Phil wasn't advertised. People tuned in for the fallout from the previous dynamite. They saw Phil was going to be in the main event at All Out and then Tuned Out. Then we have All Out which turned into Brawl Out.
