Culturally back in the day if someone did something that was dishonorable to their families it was encouraged for them to disembowelment themselves. Currently the have the stigma of survival of the fitness. They tend not to get involved in others business also because they don't want people in their business. If you're a foreigner and ask for help with something they will assist you, but if you're a local they won't, why? Because in their heads, they picture themselves and how difficult it would be if they themselves were in a foreign land with no assistance. It is very odd that they won't help their local man or women, but it is just a thing they do. There is a Japanese guy on YouTube who talks more about this issue in japan and talks about how when he was a little kid his grandmother had a heart attack while they were out and no one helped them.
