He probably thought that Roman's missing pieces would come together eventually, just like they did for all the other top guys who had to step up and improve. Roman never really did. I think Roman might have worked if they slowed down his push, gave WM31 to Bryan and not have him be HoganRockAustinCena in one package. They tried to make him the cool badass anti-authority rebel while also being a trash talking goof as well as the hero to the masses. People saw right through it and he never clicked and got over. He needed to be a man of few words, wrecking shit. Just like he was in the Shield and people might have gotten behind him.
