I am saying Brock is better, because Brock peaked in all areas at the same time. Steiner had two peaks that didn't overlap meaning he was never a total package. First he was a workrate guy with no charisma. Then he was an extremely charismatic and entertaining larger than life personality but couldn't go in the ring anymore.
In terms of pure raw charisma and intensity, big poppa pump was at a ridiculous level Brock never reached in that specific attribute.
And as a pure athlete in ring, Brock was never on the level Scott was in the early nineties.
But like I said, because Scott was never able to put it together at the same time, Brock was a better total package that Steiner was at any point.
