Think about it. Wrestling was in a slump in the early-mid 90s. Shawn and Bret both great workers but neither of them could draw to the level Hogan jad previously, interest was dwindling. Bret wanted to leave but didn't want to put over Shawn clean. Shawn wanted to win the championship off Bret rather than win a vacant title. Vince wanted that too. The "screwjob" gave everyone what they wanted

Scott Hall always said he thought it was a work too because when Bret did the WCW motion with his hands and spat on Vince the camera zoomed in on both things instead of cutting away. Any producer who wasn't completely retarded would cut away from something bad and unplanned happening unless specifically instructed
