He's doing his NJPW bit but as a lower midcarder that doesn't even wrestle. It's like he's being booked as a 50 year old veteran that came back but can't wrestle anymore. Of course, he's way more talented than shitters like Sammy Guevara, MJF and Jungle Boy, but you'd never know from how Tony books him. Jay White still in his Bullet Club shtick, while not optimal, could theoretically work. Even then, he's just being booked real poorly.
AEW is such a glacial moving company. Long term storylines are fine to an extent, but you don't need 3 PPV cycles to get to Keith Lee VS Swerve. Tony is straight up a bad booker because he gets too distracted with new toys and then forgets his toy backlog.
