Even though he is mediocre in the ring, the storylines doesn't make much sense or aren't the most compelling and he cries muh daddy constantly, he puts in more effort than anyone else. The fans see it, the management sees it, the veterans like Brock see it. The only people who seethe are those who see him as competition like Seethe and Roman, and aewtrannies.
On top of that he has a cool enterance, the best look, consistently good promos, decent matches; elevated by the work put in leading up to it and a weird psychopath homelander-esque face aura that makes him a compellingly character. He's a prime example of hard work beats talent when talent doesn't work hard. It's respectable.
