If the original plan for the main event was Bret Hart vs. HBK for the WWF Championship then who was Stone Cold wrestling?

Sid and Taker were always planned as the main event, Vince didn't want Bret vs Shawn because it was too predictable. Austin had no planned opponent

Here's Bret's book
>Bret vs. Shawn for the WWF Championship was slated for WM 13 but Vince wanted to change it to Sid vs. Taker for the WWF Championship because he felt Bret/Shawn for the title was "too predictable". Vince then stated that he wanted Bret vs. Shawn in a ladder match where Shawn would put up and lose his hair at WM 13. The ladder/hair match never happened because Shawn lost his smile. Bret would have cost Shawn the title to Sid during their scheduled match on the same Thursday Night Raw where Shawn gave his lost smile speech instead. Shawn would then cost Bret the Final Four match which Taker would win thus further setting up Sid/Taker and Bret/Shawn at Wrestlemania 13.
There was no plan for Stone Cold at Wm13 regardless of how awesome he was

That's not what the plan was at all. Vince didn't want the match because he just didn't want to put the belt back on Bret. Bret has said on a podcast interview with Jim Ross that the match was going to be a regular singles bout. Bret said that the match was going to end with him catching Shawn's foot during sweet chin music and reverse it into a submission hold that would work the crowd into thinking he broke Shawn's leg.
