Bucks probably want 5-6 year deals with 100% guaranteed money and incentives/escalators so if AEW shuts down or gets sold off to venture capitalists they can't immediately be cut -- and if they are cut, they'll get 100% of remaining money while immediately getting to sign with WWW, NJPW or whatever other company.
They're smart to hold out, look how fucking dumb the average tyranny AEW fan is - they know nothing about contract law.
